My opinion about this is, the consumers and the technicians (not ECG officials )
The technicians must be educated on the power load on a transformer because when there’s a phase off and 70% of the consumers moves their lines to the third phase there will be a heavy load on the transformers which may result in technical issues sometimes once in a month.
Transformers are callculated on the number of load coming from consumers, that why in your area you can count not less than 6 transformers,, so if the load sometimes exceed, you experience a phase off, low current or high resistance.
When Applying for a meter, the district contractor inspects the number of loads on the transformer, so that he can put in a recommendation the phase you should be place on, that why it not always advisable to change the phase of your supply, if you ever did, move it back because it on a record.
Pleasd not power load exceeding can also give low current or face off, please consult your area ECG technician more on thus education on why transformers go off
Some maybe faulty circuit.
